v0.3 of vector style manager

Added the following

• items are private by default
• tags are correctly applied from metadata.json file
• renamed stand alone app to StylePublisher.exe
• support for applying thumbnail from existing item.

v0.2 of vector style manager

This release adds the following

• hard codes the path for glyphs, sprites
• will share the style item to everyone by default. To turn this off, use the optional parameter.
