Description
This PR:
bumps storage data plane blob track2 SDK from API version 2020-10-02 to 2021-04-10
and then migrates
az storage blob download/download-batchto use track2 blob SDK to support #20969This checklist is used to make sure that common guidelines for a pull request are followed.
