Use second project for SQL, datastore & DNS

This is an initial version of changed I made to run a local & global cluster with more data store in a separate project.

There is still a bit to do:

• Figure out a graceful fall back, e.g., automatically set SQL_PROJECT_NAME to PROJECT_NAME If empty
• Update all of the cookie cutter deficiencies
• Documentation: how to grant IAM roles across projects
