Fix ci to check code format in ci

변경사항

CI에서 기존에 코드 포맷 체크가 안 되던 부분을 수정했습니다.

package.json에서 prettier:check 커맨드를 추가하고 ci 파일을 변경하는 방식으로 수정했습니다.

src/app/problems/[qid]/general-info/util.ts에서 코드 포맷이 깨지는 부분 수정 후 다시 커밋했습니다
