Add a GitHub Actions workflow (ccdu.yml) to run CI on the develop branch. The job spins up a PostGIS service, sets RAILS_ENV and DATABASE_URL for tests, checks out the repo, sets up Ruby 3.3.3 with bundler cache, optionally loads .env.test, prepares the database (create, schema load, migrate) and runs rspec and rubocop. Also renames .travis.yml to disable the existing Travis configuration.
