Re-organizing the file structure.

• legacy will now contain the CSV file related stuff we built before while everything else is for the web app
• app/services will be for business logic and analyses such as calculating performance metrics
• database/migrations is for data migrations which means that is where you add a file to add or remove data from the database
• TODO: some routing is messed up in legacy. Definitely some manually testing needed - just commented out workflows for now to focus on DB.
