What does this PR do?
Adds support for UpCloud cloud provider, https://upcloud.com : host alias, public IPv4, network UUID.
Motivation
Noticing support for other cloud providers, and lack of UpCloud.
Additional Notes
Wondering if this could be enabled by default. Currently it's not.
