Feature that adds the ability to initialize 1D Tensor filled with 1.0s.
I looked for efficient ways for this (i.e. memset), but for floats, things get tricky and platform-dependent if we mess with setting bytes using memset.
Just reusing
tensor_setitemis most efficient in this case, which mallocs and we then set the items in a for loop.
