As part of the anchor links work, we want
data-fragment-identifierto pass from the bodyXML to the consuming apps. This PR addsblockIdentifiertoHeadings,ImageSetandFlourishto content-tree in order to do so.We have a draft PR for the rest of the required nodes, but C&M are currently not able to handle these.
