uv is a new Python package manager that is significantly faster than pip for compiling a list of compatible packages: https://github.com/astral-sh/uv

This PR updates the DEA docker image to use uv instead of pip for generating a complete requirements.txt from our requirements.in file. This mainly involves a simple update from:

pip compile > uv pip compile
pip install > uv pip install

This speeds up our docker image build from 5-10 minutes to around 1.5 minutes.
