set up binder, add versioning notes, and render data tutorials (#2)

* set up a binder instance using the Hackweek Docker image (to create the environment used in Pangeo)
* Rendered data-related tutorials, including the ones that cannot be run on Binder.
* Added notes about icepyx versioning and tutorials that won't run in Binder due to large data download requirements.
