removing building and pushing functional test docker.
This is one of many steps to optimize gcr.io usage (and cost). We are building mina-test-suite debian which is cached on buildkite cache which will be fairly cheap after : #16605 is merged.
There is no difference from testing perspective if we are using docker or debian.
