Upgrade to Ploutos v10.

Ploutos v10 which includes a fix for possible failure GH after Sep 16 2026.

Hmm. The actions run output still has warnings about node20 which Plotous v10 includes fixes for. Perhaps those fixes were enough to silence warnings in the Ploutos self test but not in the Cascade packaging workflow?

Specifically:

Node.js 20 is deprecated. The following actions target Node.js 20 but are being forced to run on Node.js 24: actions/cache/save@v3, actions/cache@v3, NLnetLabs/upload-artifact@main. For more information see: https://github.blog/changelog/2025-09-19-deprecation-of-node-20-on-github-actions-runners/

Those actions were not upgraded as part of the Ploutos v10 release. I'll create a Ploutos issue to track and address this. FYI the latest information on the linked article says:

With latest Ploutos v10.0.2 the last Node.js warnings are now gone from the Cascade packaging workflow, see: https://github.com/NLnetLabs/cascade/actions/runs/33058912820/job/98473598577
