The claude-code-action's built-in tag mode prompt explicitly tells Claude to provide a manual quick_pull compare URL instead of running gh pr create. This overrides that instruction to ensure PRs are actually created. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
