This PR refactors the openbb-econometrics provider to the V5 standard.

  • All endpoints are now fully typed and generate full docstrings from query and data models.
  • 100% test coverage + integration test suite.
  • Adds endpoint for GARCH model (dependencies already existed, just needed to expose to the API)
  • Extension-specific workflows for tests and publishing.
