This PR introduces the core, blocking flow-based PacketRelay UDP abstraction interfaces (PacketRelay, PacketSender, PacketReceiver, PacketHandler) along with proper package-level documentation in the new golang.getoutline.org/sdk/network/packetrelay package. It also introduces the PacketHandlerFunc Go-standard function adapter utility.
