Fixes: #7279

  • Updated all .csproj files to target .NET 10.0 and use LangVersion 13.0
  • Updated NServiceBus package reference from 9.* to 10.0.0-alpha.1
  • Updated NServiceBus.Transport.SqlServer from 8.* to 9.0.0-alpha.1
  • Added prerelease.txt marker to indicate development stage features
  • Verified successful compilation of all projects in the solution
  • test
