Updated the framework version for the Shipping console application from net8.0 to net9.0.

Thanks @kaldren. We aren't intending to update any of our samples to target the STS versions of .NET. We're busy working now on updating all the samples to target .NET10. Our policy is to make sure that our samples target the LTS versions of .NET which is why we never updated them to target .NET9. |

Sorry for the confusion, we just noticed that this was a change to the snippet and not the actual csproj files in the quickstart! I'm not sure how that was missed. I'm reopening the PR. |
