LGTM. Patrick, will you add a comment to the spec file where the version is set (line 2) with a reminder about updating the user agent before you merge?

This PR bumps the user agent to 0.6.0 and adds a line to the changelog to include POSC changes. I also changed the of the changelog to reflect the update (not sure if that was necessary). After this PR is released I will make a release for 0.6.0.
