Address review feedback: Instead of modifying min_head_spouse_earned (which is used by 15+ state programs), directly override cdcc_relevant_expenses to avoid unintended side effects on state child care credits. The reform still uses max(head, spouse) earnings instead of min, achieving the same policy effect of allowing eligibility when at least one parent works.
