The GET /notifications/subscriptions/{bundleName}/{applicationName} endpoint
previously only returned orgs with active email subscriptions. It now also
returns orgs with enabled machine-to-machine integrations (webhook, camel,
ansible, pagerduty) linked to the event type, and checks severity-based
subscriptions for recipient integrations (drawer, email).
