Integrate UVMS demonstrations and deprecate stale localization

Changes Made

This PR makes the following major changes:

1. The blue_localization package has been deprecated and removed
2. The documentation has been updated to include a section on localization and supported sensor drivers
3. Two new UVMS demos have been included. The first shows interactive whole-body control and the second show trajectory tracking control.

Testing
