Lightsaver v0.2

This is a pre-publishing release aimed at codifying the changes that the python release is being developed for, and signifying a change from the v0.1 release as seen in

There are no baseline algorithmic changed to the MATLAB version since v0.1, and the python version only has automatic noise suppression of large and unruly blobs from low signal or high noise.

If possible the MATLAB version should still be used if necessary to reference previous work.

But for new work, please use the python version.
