Review: Close — destructive changes beyond scope

This PR claims to fix a heading (1-line change, "Why This Exists" -> "Why RustChain Exists") for a 2 RTC bounty, but also rewrites faucet.py with 227 deletions and 158 additions. The faucet changes were not requested and are out of scope for bounty #2783.

The heading change itself is fine, but bundling it with an unrequested faucet rewrite is not acceptable.

If you want the 2 RTC heading bounty, submit a clean PR with ONLY the README.md heading change.
