What this PR does ?
This PR introduces a deterministic test framework for the agent.
It adds a mock layer that returns tool responses in the same format as singul, isolating the agent from external systems and allowing regression testing.
For each test case, we store the successful execution path and tool outputs in a JSON file.
During test runs, the agent is executed again and its decisions are compared against the stored decisions to detect deviations such as selecting the wrong tool or passing incorrect inputs.
