Overview
Moves Matter packaging to the 2026-12 release stream and aligns Conan channel selection with that metadata.

Conan recipes (packages/matter and packages/matter_app): add python_requires for silabs_package_assistant/[~2] and a set_version() hook that sets self.channel from get_channel() when no channel is already set. The matter_app recipe also normalizes indentation on the folder property.

SLT manifests (pkg.slt under packages/ and slc/apps/): bump version from 0 to 1, add release-stream = "2026-12", and drop the explicit installer = "conan" field on Matter dependencies (version range and prerelease=true unchanged).
