though should we just get rid of all the silenced role handling and use the discord built-in timeouting?

Also- clokwerk hasn't received updates in years and has a known issue regarding DST, could we change to another scheduling library? |

Thanks @Chicken, I was actually thinking of both of these but decided to leave them for a later PR. But, to be honest, this PR has already swollen quite a bit so..., let's do it! |
