This PR updates the README file in three ways:

  1. It converts it from text to GitHub-flavoured Markdown syntax (better formatting when viewing it on GitHub).
  2. It adds instructions for how to build and run the code on Linux using Mono.
  3. It reflects the fact that the MSR resources for Naiad are no longer monitored or updated, and redirects questions to the GitHub issue tracker.

Unlike the previous PR (#2), this one only includes the README changes :)
