Single CI action version pin with no application or runtime code changes; attestation behavior may pick up upstream fixes (e.g. OCI tag handling, digest support) from the action release notes.

Overview
Updates the Attest Build Provenance step in .github/workflows/cd.yml to pin actions/attest at v4.2.2 (was v4.1.1). That step still runs on real releases and non–dry-run workflow_dispatch, attesting dist/**/*.tar.gz artifacts after GoReleaser.
