Rework HIL

Purpose

Closes #525.
Now that we have a bootloader, HIL needs to be reworked to utilize it. Previous attempts via Uniflash were unsuccessful due to Uniflash not being supported well on ARM architecture.

New Changes

• Created a HIL script

Testing
