Web site operators should be free to choose their suppliers without undue interference or complexity. This modification respects that right and simplifies the proposal. Relates to issue 152 and 155.

The current model of requiring delegation to third parties does not prevent first parties from trusting (and hence delegating to) third parties, it just requires it to be explicit. This isn't something we would like to change now, but thanks for the PR.

The first party would not include the third party in the page if they did not want the third party to be there. It is already explicit. Adding multiple layers and complexity adds nothing except complexity and associated cost for those migrating. It also adds latency which is particularly problematic for smaller web participants.
