fix(messages): handle encryption failures per recipient and fail when all fail

Sometimes if you send a message to a group, you might receive "No sessions" and the message won't be sent to anyone.

Generally, this problem only happens with one device using a bad client (perhaps an outdated Baileys client).

This PR makes the message to still be sent to the other participants even if the encryption fails with one client.
