• upgrade ubuntu to 24.04
• upgrade bind to 9.18.28
• upgrade webmin to 2.201
• remove package dnsmasq

Remark:

• dnssec-enable no; is not supported. you must remove/remark that setting before upgrading from 9.16.x to 9.18.x. normally, it can find in the file named.conf.options.
