Update the root URL of OpenDigger static data and replace the open-digger in the URL with open_digger.

Thanks for the fix, actually we already change the root URL to oss.open-digger.cn like in the doc: https://open-digger.cn/docs/user_docs/intro , the README is outdated.

I will merge this first and modify the README later to redirect to the official website.
