Introduce new metrics for power spectrum RMSE, including PowerSpectrumRMSE and its variants (Low, Mid, High, Tail). Update the metrics module and evaluation scripts to incorporate these new metrics, ensuring they are available for use in evaluations. Additionally, enhance tests to validate the functionality of the new metrics.
