This PR is adopted from #494.
We have three goals here:

  1. Refactor FedEx. 1 dim grid mode -> ConfigSpace mode.
  2. Multi-obj optimizer for autotune implemented with SMAC3.
  3. Scripts for exp in paper FedHPOBench and fix minor bugs of transform.

Notice: Merge this after #509.
