This is a refresh of #84 (open since June 2, no review) which added Velvoite to regulatory-legal and privacy-legal. This PR also adds ai-governance-legal and has an updated connector description. What's new since #84:

…i-governance-legal Velvoite (velvoite.eu) provides live access to: - EU financial regulation corpus (DORA, MiCA, GDPR, AI Act, AML, MiFID II) — obligations, deadlines, enforcement decisions, recent changes from EUR-Lex, EBA, ESMA, EIOPA, FIN-FSA, BaFin - EUR-Lex document lookup by CELEX number via CELLAR SPARQL - CJEU case law search via CELLAR SPARQL - Finnish statute text (Finlex) and company register (PRH) Requires VELVOITE_API_KEY (free 30-day trial at velvoite.eu).
