Now that #48075 we might be able to bump these versions.
Separately: we got word from CRAN that using a newer system abseil on macos with their unique recipes system was causing linking issues. I'm trying this to see if it's possible we can replicate those same issues here (and then resolve them) rather than needing to create a bespoke CI job)
