Apollo v1.5.1 Release

This release includes the following bug fixes.

• fix AppId displayed as Department issue #2726
• fix miscellaneous bugs and polish code #2678

How to upgrade from v1.5.0 to v1.5.1

There is no schema change between v1.5.0 and v1.5.1.
So simply deploy v1.5.1 executables with the following sequences:

1. apollo-configservice
2. apollo-adminservice
3. apollo-portal
