Apollo v1.6.1 Release

This release includes the following bug fix.

• fix the issue that authorities record will be deleted mistakenly #2977

How to upgrade from v1.6.0 to v1.6.1

There is no schema change between v1.6.0 and v1.6.1.
So simply deploy v1.6.1 executables with the following sequences:

1. apollo-configservice
2. apollo-adminservice
3. apollo-portal
