velocity v0.9, preview-3

This release marks the third update to arXiv's LaTeXML toolchain in 2025, deployed on Dec 17.

It is our first "velocity" release, where we incorporate a lot of up-and-coming upgrades to LaTeXML before they land in the official release branch.
