Describe the contribution
Updates existing OSAL open source workflows to match the internal ones.

Testing performed
Format Check

• Requires updates to the reusable workflow and .clang-format file hosted at nasa/cFS

Standalone Build

Expected behavior changes
format-check.yml

• Updates the triggers

standalone-build.yml

• Removes matrix of building both debug and release. Workflow only runs for debug

GitHub Actions

Additional context
There are still some differences between the workflows due to:

• Internal workflows uses different runners and containers. Open source workflows use GitHub runners which requires additional tools to be installed.
• Internal workflows uses different action versions and different action repos.
