feat: added announcement hero to every page

While migrating the website to Typescript, the announcement hero component wasn't added(commented out) to every page. This PR adds them back.

Currently, the announcement hero component is invisible because there is no active event banner. It is working correctly for single active banner, however, when multiple active banners are added, then carousel behaves unexpectedly. Converting this PR to draft until it is resolved.
