Update BR cloudfront endpoint

The cloudfront endpoint is used by our presubmits to build ovas for a new kubernetes version that is still not officially released by BottleRocket. We were using this endpoint that the BR team shared us during 1.29 version. The previous link doesn't exist anymore and they provided the 1.30 ova in a new Cloudfront link. Updating the cloudfront resource to be able to build 130 BR ovas.
