PyTorch Docker files are now in another repository:
https://github.com/aws/deep-learning-containers/tree/master/pytorch/inference/docker
Stale docker files confuse users and let them think that we SageMaker doesn't support recent PyTorch version.
This change is in line with the message in buildspec-container-pr.yml.
