WIP for slurm compute image. Some improvements over current slurm appliance:

Bumps turbo vnc version (see Bump turbovnc version now OOD supports it stackhpc/ansible-slurm-appliance#198)

Still needs configuration using metadata adding via ansible-init role, and slurm/munge not starting till that's done.
