all Catalyst stores are multi-lang enabled on Oct 8.

Now:
- new stores are created w/o Multi-Language enabled
- Multi-Language is turned on AFTER creation of the first Catalyst storefront. I.e. ALL stores with at least one Catalyst storefront have Multi-Language enabled.
After October 21 (not a final date):
- new stores are created w/ Multi-Language enabled
While Multi-Language is de facto restricted in Stencil the only visible difference after October 21 will be that headless storefronts (not Catalyst) will get access to Multi-Language features similar to Catalyst storefronts.

They can manage languages for a Catalyst storefront in Settings > Localization or via editing the channel in Channel Manager.
