Update 'Documentation With Docfx' article with new property declarations and improved clarity

This PR updates the "Documentation with Docfx" article with the following changes :

• Documents new property declarations for separate member pages and enum sort order in docfx.json (Use separate member pages for technical reference docs #114)
• Revises instructions for common logo assets to reflect their inclusion in the base docfx-tools template (Add default assets to base template docfx-tools#21)
• Clarifies instructions for executing the build.ps1 script and adds an optional execution policy bypass.
• Adds additional solution for issues with docfx live previews.

In addition there were some minor formatting changes:

• Fix missing newlines after section headings
• Replaces the word attribute with either config or property to align with docfx.json naming conventions.
• Adds missing parent configs for docfx.json code snippets
