Adds one entry to "Software, Tools, Libraries", following the contribution format (title — short description, author): PQC-Readiness, an open-source static auditor that estimates post-quantum migration effort for Java codebases. It detects quantum-vulnerable JCA usage plus structural fragility indicators (fixed-size buffers at classical artifact sizes, concrete key-type coupling, protocol pinning), and includes a runtime crypto-agility layer. Apache-2.0, published on Maven Central.
