Adds new rules and script to annotate the HGNC gene table with common essential and selectivity information using CRISPR datasets. Updates templates to use the latest gene table version and include new dependency matrices. Upgrades taigapy to v3.18.0 and replaces progressbar2 with tqdm in dependencies.
